Indian politics is like a game of monopoly. First everyone goes round and round buying constituencies...
..Then they negotiate and trade with each other. After which they build houses and hotels for themselves. They then loot the community chest, but are safe because they have "get out of jail free" cards.

Undertrial prisoners can stand for elections but aren't allowed to vote.
Shows that we don't trust the judgment of potential criminals but respect their leadership abilities.
